SUMMARY:Synthetic Drug Trends for Law Enforcement
DESCRIPTION:Course Dates and Times: September 15th & 16th\, 2026 8:30AM – 4:30PM \nCourse Fee: $249 \nCourse Instructor(s): Mike Cashman \nMichael P. Cashman is a Veteran of the United States Marine Corps and a retired Drug Enforcement Administration Special Agent. Michael Cashman has served as a Special Agent with the DEA for approximately 23 years. Mr. Cashman started his career assigned to the DEA San Diego Field Division Clandestine Laboratory Enforcement Team. After completion of his tour in San Diego\, Mr. Cashman was assigned to the DEA Office of Training Clandestine Laboratory Unit located at the FBI Academy\, Quantico VA. From Quantico\, Mr. Cashman was assigned to the New England Field Division. He has been Clan Lab coordinator for two DEA field divisions and has attended and helped instruct the DEA Clandestine Laboratory Basic Class\, Site Safety course\, Level A Course\, Clandestine Laboratory Tactical Course\, the DEA Train the Trainer Course\, the DEA Methods of Instruction course  Over the course of his career\, Mr. Cashman has helped to investigate and dismantle Methamphetamine laboratories\, P2P laboratories\, MDMA\, Fentanyl\, DMT\, MDA\, BHO and other types of laboratories. \nMr. Cashman has instructed over 35\,000 individuals on the dangers associated with clandestine laboratories throughout the world. He has instructed for Agencies such as the DEA\, FBI\, IACP\, HIDTA\, NMPI\, DSA\, CBP\, HIS\, CLIA\, BATF\, Secret Service\, US Border Patrol\, United State Marshal Service\, United States Military\, and other agencies. He has also conducted classes for Federal and State Prosecutors on Clandestine Laboratories and has instructed internationally on the hazards associated with Clandestine Laboratories. He has instructed in Mexico\, at the International Law Enforcement Academy in Bangkok\, Thailand\, at the Australasian Team Site Safety and Investigator course\, the RCMP Clandestine Laboratory course\, the Taiwanese Clandestine Laboratory course\, and the Dominican Republic Clandestine Laboratory course. Mr. Cashman has also conducted training for first responders and EMS personnel\, to include arson seminars and National Guard CST teams. \nMr. Cashman has received numerous awards for exceptional service and exceptional performance for investigative excellence from DEA\, and various local\, state\, and federal agencies. Mr. Cashman has received multiple awards from United States Department of Justice for outstanding work and successful prosecution of Methamphetamine and precursor chemical cases. He was 2010\, New Hampshire American Legion Police Officer of the year\, 2010 American legion New England Police Officer of the year\, and runner up for American Legion 2010 National Police Officer of the year. In 2013 Mr. Cashman was awarded the Steven Demo award for the top Narcotic Investigator in the State Of New Hampshire. In 2024 Mr. Cashman also received the NENEO lifetime achievement award. \nMr. Cashman has helped develop and produce Clandestine Laboratory safety videos\, CD ‘s\, articles\, brochures\, books\, and television shows dealing with the hazards associated with the clandestine laboratories. Mr. Cashman has testified before state and federal legislative agencies on Methamphetamine and Methamphetamine manufacturing related items and has also testified as an expert witness in State and Federal Criminal Court\, and in civil cases. \nCourse Content: \nThe curriculum provides detectives and patrol officers a better understanding of synthetic drugs\, designer compounds\, and the dangers associated with them. Participants of this training course will be exposed to valuable investigative techniques and tools throughout the course. DESCRIPTION:Instructor: Prof. Gerry Narowski \n \nChief Jerry Narowski (ret.) \nGerald “Jerry” Narowski recently retired as Chief of Police of the Derby Police Department (CT).\nInitially\, he was assigned to the Patrol Division and later to the Detective Division where he\nbecame the Commanding Officer. As a working supervisor\, he managed all death investigations and\ncrime scenes. He was promoted to Deputy Chief in 2007 and to Chief of Police in 2010. During his\ntenure managing the Detective Division and as the Executive Officer of the agency he was also one\nof a handful of IAI Certified Senior Crime Scene Analysts in the state. Throughout his career\, he\nhas held numerous additional assignments including a tour with the State Computer Crime Unit\, a\nmember of the Internet Crimes Against Children Task Force\, a Senior Firearms Instructor\, a\nMicrosoft System Administrator\, and the Commander of the SCUBA/URT. \nJerry holds a B.S. in Criminal Justice – Law Enforcement Science\, an M.S. in Forensic Science\, as\nwell as an M.P.A. – Personnel Administration and Labor Relations from the University of New Haven.\nHe has been an adjunct faculty member of the Forensic Science Department at UNH Henry C. Lee\nCollege of Criminal Justice and Forensic Sciences since 2001. After a 36-year law enforcement\ncareer he joined the university as a full-time faculty member.\nJerry has trained and lectured at several police academies\, universities\, in-service training\ncourses\, presented at several professional conferences\, and has been admitted into state and\nfederal court as an expert witness. SUMMARY:Basic Fingerprint Classification and Comparison
DESCRIPTION:December 7th – 11th\, 2026  \nThe Basic Fingerprint Classification and Comparison curriculum covers the essentials for fingerprint classification and comparison to provide crime scene investigators with the skills necessary to successfully investigate a crime scene\, while identifying\, collecting\, and analyzing fingerprints. Participants of this course will be able to complete the following: \n\nStudents will be able to recognize and identify the five (5) basic fingerprint patterns.\nStudents will be able to recognize and identify individual fingerprint characteristics.\nStudents will be able to identify techniques for locating and developing latent fingerprints and palmprints.\nStudents will review the classification systems\, including the “Henry System”.\nStudents will be able to recognize and define fingerprint pattern parts.\nStudents will have an understanding of the AFIS (Automated Fingerprint Identification System).\nStudents will understand level I\, II\, & III comparisons of prints.\nStudents will understand and demonstrate Ten Print to Ten Print Comparisons.\nStudents will understand the difference between radial and ulnar fingerprints.\nStudents will have a basic understanding of NCIC classification of fingerprints.\n\nThis training is ideal for any police officer\, detective\, or evidence collection specialist who is tasked with investigating crime scene and identifying\, collecting\, and analyzing evidence. \nPOST Connecticut credits will be awarded as well as a certificate of completion. \nInstructor: Mr. Kenneth Zercie \n\n\n\n\n\n\n\nMr. Kenneth B. Zercie has more than forty-five years’ experience in the criminal justice system. First as a Police Officer and Detective with the City of New Haven\, retiring in July of 1984 and for the next twenty – nine years with the State of Connecticut Department of Emergency Services and Public Protection (DESPP) (aka The Department of Public Safety – DPS) – Division of Scientific Services – Forensic Science Laboratory\, retiring as its Director in October 2012. His formal education includes numerous specialized training programs in the Identification and Criminalist Sciences\, as well as an A.S in Criminal Justice Administration\, B.S. in Police Science and an M.S. in Forensic Science all from the University of New Haven\, West Haven\, CT as well as post graduate work in Education at the University of Hartford. This combination of field\, laboratory and academic experience has provided a unique understanding of the application of the Identification and Criminalistics Disciplines Sciences in the investigative process. Mr. Zercie also served as adjunct faculty at Western Connecticut State University\, Middlesex Community College\, and Southern Connecticut State University. He currently is a “Practitioner in Residence” at the University of New Haven – Henry C. Lee School of Criminal Justice\, Special Instructor for the Henry C. Lee Institute\, adjunct faculty at Quinnipiac University\, University of Rhode Island Detective Training Program (State Forensic Laboratory) and has guest lectured for Yale University\, Quinnipiac University and The University of Connecticut Law Schools\, and formally a P.O.S.T Certified Instructor as well as numerous professional societies and organizations.\nAs Director at the DPS (DESPP) Division of Scientific Services Director responsible for the daily administration and operation of the Forensic Science Laboratory for the State of Connecticut\, Department of Public Safety. He also continues to support the Forensic Science Community as the President of the International Association for Identification (2019-2021)\, Assessor for A.S.C.L.D – L.A.B. ISO 17025 Accreditation Program and is a member of fifteen Professional Organizations and I.A.I. Regional Divisions (including New Jersey\, New York\, Florida\, and California). Mr. Zercie has provided expert testimony in the areas of administrative procedures and practices\, document examination\, latent fingerprints (I.A.I. Certified)\, impression evidence (I.A.I. Certified)\, crime scene examination\, photography and crime scene reconstruction in multiple states and all levels of courts. \nMr. Zercie remains active in the fields of Forensic Science by teaching and as a private consultant. In addition\, he is the proud father of three adult children and five grandchildren that he shares with his wife and partner.

SUMMARY:Forensic Cybercrimes Investigations
DESCRIPTION:The FBI Internet Crime Complaint Center (IC3) reports approximately 860\,000 cybercrimes annually in the United States\, costing victims between $12 billion and $16 billion annually.
