COLD CASES are an all too common occurrence in the investigation of criminal activity. A systematic approach must be utilized to clear and prosecute old and unsolved cases. Homicides make up a significant portion of COLD CASES. These homicides are also scrutinized by many groups including the news media and more importantly, the families of the victim(s).
As demonstrated by the Homicide Fact Sheet, many law enforcement agencies experience a statistically low clearance rate. There are many speculations as to why this phenomena occurs. Everything from drugs to gangs, increased use of firearms and the perceived increase in stranger type homicides are to blame.
